Bart has been a member of the American Society of Civil Engineers (ASCE) since 1974 when he first joined as a student member.  As a student member he represented BYU at an ASCE Rocky Mountain Regional Conference in the technical paper competition (he finished second).

As a professional member, he has served as a faculty advisor to the UAA student chapter for many years, as a member of the National Committees of Student Activities (four years, with one year as chair), Educational Activities (2003-current), Pre-college Outreach (2004 – current),  Accreditation Operations (2013-2018), and the joint ASCE/AISC National Student Steel Bridge Rules Committee (2000 – 2017).

Bart also served on the ABET Engineering Technology Accreditation Commission (2013-2018) and has done over 20 program accreditation reviews for both domestic and international engineering and engineering technology programs.

Bart joined the Structural Engineers Association of Alaska when it began in the mid 1980s and served on the Board of Directors in the 1990s.  He was also a student member of the Structural Engineers Association of Utah during the mid 1980s while working on his Ph.D.

He served on the Anchorage National Engineers Week steering committee for many years.  He coordinated the high school student competitions event for the Engineers week for fifteen years.

Bart has also been a member of American Society of Engineering Education.
